Ellen (Nell) Coogan
Ellen (Nell) Coogan
is a founding member of CSC Investigations. Since graduating cum laude from Vermont Law School, Ms. Coogan has worked as a criminal defense lawyer, civil litigator, hearing officer and mediator. Starting in 2008 Ms. Coogan has investigated complaints of unlawful discrimination, harassment, sexual misconduct, Title IX violations, and wrongful employment practices for colleges, universities, and employers. Ms. Coogan is approved by the Vermont Agency of Education and the Vermont Human Rights Commission to conduct Independent Reviews of a school’s response to a complaint of harassment.
Ms. Coogan is licensed as a private investigator by the State of Vermont. She is an attorney in good standing and admitted to practice in Vermont. Ms. Coogan is approved by United Educators as an independent sexual misconduct investigator.
Nancy Goss Sheahan
Nancy Goss Sheahan is a founding member of CSC Investigations and is based in Burlington, Vermont. She received her Juris Doctor degree, cum laude, from Vermont Law School. A former prosecutor, she is a principal of the law firm of McNeil, Leddy & Sheahan, P.C.
In her capacity as a prosecutor and litigator in private practice, Ms. Sheahan has been involved in numerous cases involving sex crimes and/or policy violations, allegations of civil rights violations, and claims of discrimination and harassment.
Ms. Sheahan serves as the chairperson of Vermont’s State Police Advisory Commission. She is a past co-chair of the Chittenden Unit for Special Investigations, a multi-agency task force providing criminal investigative services in the area of sexual offenses.
Ms. Sheahan is licensed as a private investigator by the State of Vermont. She is also admitted to practice law in Vermont as well as admitted before the United States District Court for the District of Vermont, the United States Court of Appeals for the Second Circuit and the United States Supreme Court. Ms. Sheahan is a member of the Vermont Bar Association, the Federal Bar Association, the American Bar Association and the Chittenden County Bar Association. She is also a member of the Defense Research Institute, the Tri-State Defense Lawyers Association and the Association of Workplace Investigators. Ms.Sheahan is approved by United Educators as an independent sexual misconduct investigator.
Tamara Chase
Tamara Chase is a founding member of CSC Investigations. Ms. Chase has a law practice in Middlebury, Vermont and has over 25 years of legal experience. She received her Juris Doctor degree in 1989 from Northeastern University School of Law and a Bachelor of Arts from the University of Vermont.
Ms. Chase is licensed as a private investigator by the State of Vermont. She has conducted investigations involving allegations of dating violence, sexual assault, harassment, misconduct
Ms. Chase has served as an acting judge hearing relief from abuse cases and is an educator in the Addison County family court. Ms. Chase is an attorney in good standing in Vermont and is admitted before the United States District Court for the District of Vermont. Ms. Chase is a member of the Vermont Bar Association, the Addison County Bar and the Association of Workplace Investigators.
Natasha Sen
Natasha Sen joins CSC investigations after over twenty years of practicing law in California and Vermont. Ms. Sen is based in Middlebury, Vermont, where she also is a registered private investigator. Ms. Sen obtained her J.D. in 1997 from the University of California at Berkeley School of Law, and she spent her early career as a commercial litigator in a San Francisco law firm. As part of her practice, Ms. Sen conducted internal investigations in environmental cases.
From 2003-2005, Ms. Sen was the Legal Officer for ECPAT International, an international non-governmental organization that aims to end the commercial sexual exploitation of children.
In 2008-2009, Ms. Sen clerked for U.S. District Court Judge William K. Sessions III. She has worked in the state and federal public defender’s offices in Burlington, Vermont, and since 2012, Ms. Sen has had a solo practice focusing on criminal defense at the trial and appellate levels.
Ms. Sen is a member of the Association of Workplace Investigators. She currently chairs the Practitioner’s Advisory Group to the U.S. Sentencing Commission, and is a member of the Second Circuit’s Criminal Justice Act Advisory Panel.
